I beg to disagree with Scott. Calgary's a great environment for cycling. I rarely have scary encounters with motorists - literally months can go by without crossing paths with someone who appears to be malicious (negligent drivers, on the other hand, are as common as prairie gophers).
As for the original post... taking justice into our own hands sounds like a call for violence. If so, that will never work, and indeed will only encourage more violence.
Instead, how about naming the cyclists involved, the dates and where the incidents took place. In the case of the RCMP officers, stopping your two friends, were they riding side by side? (that's not allowed, even on a shoulder). What were the officers' badge numbers? The BikeCalgary board will be happy to go to bat for anyone that can provide concrete information.
In the case of Springbank Road, it's unfortunately a known issue that some residents in the area are opposed to cyclists using that road. Your friend Neal should report the incident to the RCMP, and report here on the outcome of that complaint.
And lastly, a perceived assault on cyclist rights has nothing to do with communism. Some of the worst places to ride in N. America are in the Republican deep south of the US.
